		<description>From a psychological and sociological perspective, the reasoning is probably based on the idea that a stable single-parent home is better than a standard two-parent home where one of the parents might go through something as traumatic as cancer treatments.  I've never heard of a single mother without a job being a foster parent, though, ever.  That seems really odd.</description>
